1. Executive Summary

Integrity Advocate is pleased to respond to BC Housing’s Request for Proposals for Online Exam Proctoring Services in support of the Owner Builder Authorization (OBA) exam. We understand that the OBA exam is a regulated, high-stakes assessment under the Homeowner Protection Act, and that BC Housing requires a secure, privacy-compliant, and defensible proctoring solution that works reliably for applicants across British Columbia, including rural areas with variable connectivity.

Integrity Advocate is a Canadian company, founded in 2015, that provides identity verification, participation monitoring, and exam proctoring built on Privacy-by-Design principles. We are trusted by over 100 organizations — including certifying bodies, public post-secondary institutions, and regulated training programs — and process hundreds of thousands of proctored sessions annually. Integrity Advocate is ranked #1 in G2’s Usability Index for Online Proctoring (Summer 2026) and holds G2’s Spring 2026 awards for Leader, Easiest To Use, and Best Usability, alongside the lowest support rate in the industry at 0.58%.

Our approach and methodology. Integrity Advocate uses a hybrid model in which proprietary technology directs reviewer attention to potential areas of concern, and trained human reviewers make every final flagging decision. Each session is reviewed 1:1, in its entirety, by a human. This materially reduces the over-flagging and false positives common to AI-only tools — an important safeguard for a regulated exam that must withstand disputes and appeals.

Why Integrity Advocate fits BC Housing specifically:

Issues we consider important for this engagement. First, defensibility: because the OBA exam is regulatory, evidence must be timestamped, auditable, and retained for the appeal window — our model supports this. Second, fairness and bias mitigation: keeping a human in the loop for all decisions is the single most effective control against discriminatory automated flagging. Third, accessibility and reach: a no-install, low-bandwidth-tolerant, browser-based design ensures applicants across BC — including rural applicants — can complete the exam without specialized hardware or software.

Innovation / enhancements we propose. A configurable pilot phase with a controlled applicant group before full launch; institution- and exam-level security profiles so BC Housing can standardize OBA exam rules; and a privacy-minimizing default retention policy (non-violation sessions deleted within 24 hours) that can be extended to meet BC Housing’s regulatory and appeal requirements.

3. Response to Form of Agreement

Integrity Advocate has reviewed the draft Master Purchase Agreement (SCM-001) and associated schedules, including the Supplier-Owned Intellectual Property Supplemental Conditions (P-GFP-2018), the Privacy Protection Schedule (P-GFP-2024), and the Supplier Code of Conduct (SCM-063). Integrity Advocate is willing to enter into the form of Contract, subject to good-faith negotiation of a small number of clarifications, which we do not consider material:

Integrity Advocate is a Canadian company contracting through its Canadian entity, with Canadian data residency and Canada-based proctors and support. Per Addendum #01, this satisfies the RFP’s requirement to contract with a Canadian entity, and Integrity Advocate is therefore eligible.

4. Qualitative Evaluation Criteria

4.1 Proctoring, Monitoring & Exam Integrity (25%)

Proctoring models supported. Integrity Advocate supports AI-assisted proctoring with 1:1 human review (our recommended model) and can support live human review where configured. Live proctoring is not offered as a default service due to quality concerns observed in the market (high proctor-to-candidate ratios); live review and intervention can be configured where required.

Proctoring approach and monitoring methods. When proctoring is enabled on an OBA exam, a session is captured as the applicant begins. Depending on configuration, Integrity Advocate monitors: webcam video for the full session; microphone audio (review and anomaly detection); screen activity and screen recording (optional); and browser behavior — unauthorized URLs, tab switching and focus changes, external applications, and external-monitor detection via Integrity Lock.

Detecting and flagging suspicious activity. Technology identifies potential areas of concern — such as additional persons or voices, unauthorized materials or devices, browser switching or screen sharing, and audio anomalies — and directs reviewer attention. A trained human reviewer then confirms or dismisses each concern. Confirmed violations are flagged with supporting evidence (timestamped screenshots, clips, and associated media).

Criteria and thresholds for flagging. Rule sets are fully customizable per exam, class, or institution. Reviewers assess webcam activity, audio levels, and screen activity against the configured rules; a human — not an algorithm — determines whether behavior constitutes a violation, which reduces false positives.

Escalation and proctor intervention. Where live intervention is configured, proctors can warn or pause a session. In the standard model, review and flagging occur after submission, with structured evidence prepared for BC Housing staff.

Recording and secure storage. Session video, audio, and screen capture (where applicable) are securely stored, encrypted, in Canada (see §4.4). Evidence is retained for the appeal window and available to authorized BC Housing staff.

Incident documentation and reporting. Each confirmed incident is timestamped and documented with supporting evidence and presented through a review portal, supporting a review → comment → findings workflow for BC Housing staff.

4.2 Identity, Access & Candidate Experience (20%)

Identity verification prior to exam start. Before the applicant is directed to the exam, they complete a selfie capture (processed on-device) and capture a government-issued photo ID — for example a driver’s licence, passport, provincial identification card, or BC Services Card. Integrity Advocate compares the ID photo to the selfie and matches the name on the ID to the applicant record provided by BC Housing, confirming the test taker is the individual invited to write the OBA exam.

Independent identity verification and exam launch. Integrity Advocate operates independently of the LMS. The applicant authenticates to the exam using credentials provided by BC Housing at the exam login; Integrity Advocate adds a separate, independent identity check (ID + face match) beforehand. Following verification and session setup, the proctor launches and directs the applicant to BC Housing’s exam login — no LMS integration is required.

Manual review of discrepancies. Identity checks are confirmed by human reviewers; discrepancies or escalations are handled through a manual review workflow.

Audit trail. Integrity Advocate captures the applicant selfie, ID image, and session metadata for audit purposes, providing a clear, defensible identity-verification trail. No biometric data is collected or stored, and no biometric data leaves the applicant’s device; unnecessary ID fields (e.g., DOB, address) can be blurred, and images are deleted after reviewers validate the match unless a longer retention period is requested.

Login guidance and real-time support. Applicants log in to the exam using the credentials provided by BC Housing — avoiding irrelevant troubleshooting such as inappropriate password resets. Integrity Advocate provides 24/7 real-time support for login, connectivity, and system issues, and clear onboarding guidance, to minimize failed login attempts and applicant confusion.

Scheduling, no-shows, and self-pay. Integrity Advocate supports on-demand and scheduled sessions; proctoring begins when the proctored session is launched, with no separate LMS integration required. Session outcomes (including no-shows) are tracked and reportable. Integrity Advocate can support an applicant self-pay model for subsequent exam attempts, with transparent rescheduling and fee handling configured to BC Housing’s policy.

4.3 Technical Solution & Integration (10%)

Web-based, no complex installation. Integrity Advocate is 100% browser-based. No plugins, downloads, or software installations are required — only camera, microphone, and screen-share permissions per session.

Browser and device support. Supported browsers: Chrome, Edge, Opera, Safari, and Firefox (Integrity Lock: Chrome, Edge, Opera). Desktop and laptop operating systems: Windows, macOS, Chromebook. Mobile: Android 8.0+ and iOS 11.0+. Recommended bandwidth is 3 Mbps+, consistent with a functional online exam experience — appropriate for rural BC connectivity.

LMS-independent operation. Integrity Advocate operates independently of BC Housing’s LMS and does not require integration with the Open School BC Moodle environment. Following identity verification and session setup, the proctor launches the proctored session and directs the applicant to BC Housing’s exam login, where the applicant enters BC Housing-provided credentials. Should BC Housing ever wish to integrate, Integrity Advocate also supports LTI, API, and SCORM across 21+ LMS platforms (including a Moodle plugin) — but no integration is assumed for this engagement.

Availability, uptime, and reliability. Integrity Advocate is built on AWS using load balancing, auto-scaling container services, and multi-service redundancy. We propose an availability target of ≥99.5% (excluding scheduled maintenance), aligned with the RFP, and support stable sessions across urban and rural conditions.

4.4 Privacy, Security & Compliance (10%)

FOIPPA and BC public-sector alignment. Integrity Advocate is a Canadian company and acts strictly as a data processor. BC Housing remains the public body with custody and control of the personal information, and determines the purposes, lawful basis, and scope of processing — consistent with FOIPPA and BC public-sector data-handling standards.

Data storage location. By default, all candidate data is encrypted and stored in Canada on AWS infrastructure, meeting the RFP’s Canadian data-residency preference. Other data-residency arrangements can be accommodated if required.

Collection and data minimization. Collection is limited to what is necessary to deliver the service: applicant name, email, and a BC Housing applicant identifier; a selfie and photo-ID image for identity verification; IP address and browser metadata for security, debugging, and audit logging; and webcam, audio, and screen capture where enabled for the configured proctoring level. No biometric template is created or stored, and no biometric data leaves the applicant’s device.

Use, disclosure, and personnel. Use and disclosure are limited to performing the service. Integrity Advocate does not use candidate data for secondary purposes and does not sell it. All employees pass a background check, sign non-disclosure agreements, and complete annual information-security and privacy training. Only personnel whose function requires it (support and reviewers) can access candidate data.

Encryption. Data in transit is encrypted with TLS 1.3. Data at rest is encrypted with AES-256 via AWS KMS with periodic key rotation (S3 server-side encryption, RDS on-disk encryption, DynamoDB encryption enabled by default).

Data retention. Sessions with no violations are deleted within 24 hours of exam completion. Violation evidence is retained for administrative review and appeals. In all cases, sessions are deleted within 90 days unless BC Housing specifies otherwise, and retention is fully configurable to BC Housing’s regulatory requirements.

Data destruction. As an AWS partner, Integrity Advocate follows NIST 800-88 (and DoD 5220.22-M) media-sanitization guidelines for secure data and drive destruction.

Access controls and audit. Access to results is restricted to authorized BC Housing staff through Integrity Advocate’s role-based access controls; internal employee access follows least-privilege role-based access control. AWS CloudTrail provides a complete audit log of account activity, supported by GuardDuty, Inspector, WAF, Security Hub, Config, and Macie for continuous threat detection and monitoring.

Certifications and testing. Integrity Advocate is SOC 2 Type II certified (attestation available on request) and conducts routine third-party vulnerability assessments and penetration testing, with findings remediated regardless of risk level.

Breach notification. Security incidents are reported to BC Housing within 24 hours, with real-time updates via our public status page (https://integrityadvocate.statuspage.io/).

Data ownership, export, and deletion. All candidate data and recordings remain the property of BC Housing. Integrity Advocate supports data export and secure deletion upon contract termination.

Access requests and privacy schedule. Integrity Advocate will assist BC Housing in responding to access or correction requests under FOIPPA by producing records in its custody, and will execute BC Housing’s Privacy Protection Schedule (P-GFP-2024).

Bias mitigation. Integrity Advocate’s core control against discriminatory monitoring is that AI never makes a flagging decision — it only directs a trained human reviewer’s attention. Every final determination is made by a person reviewing the full context of the session, which mitigates the algorithmic bias and false-positive risks associated with AI-only proctoring.

4.5 User Experience, Support, Reporting & Implementation (15%)

Accessible and inclusive. Integrity Advocate provides a VPAT / Accessibility Conformance Report (VPAT 2.4 on file; latest version available on request), is Unicode-compliant (UTF-8), and has supported 65+ languages including right-to-left scripts. The no-install, browser-based design minimizes technical barriers to participation.

Accommodations. Integrity Advocate supports accommodations such as pre-approved extra time (configured at the exam level) and can work with BC Housing on additional accommodations, including alternative input methods and screen-reader compatibility.

Applicant and staff support. Integrity Advocate provides 24/7 support to administrators, staff, and applicants — including real-time support during exam sessions to resolve login, connectivity, and system issues without unnecessary escalation. Support is delivered by full-time Integrity Advocate staff, is never outsourced, and is included in standard pricing with no elevated-tier fees. Our industry-leading 0.58% support rate reflects the effectiveness of this model. Channels include live/real-time assistance, email, and web support, with a named account contact for BC Housing.

Proposed service levels (SLAs). Availability target ≥99.5% excluding scheduled maintenance; defined support response targets; documented incident-response procedures; and security-breach notification to BC Housing within 24 hours. A public status page (https://integrityadvocate.statuspage.io/) provides real-time service and incident communication with subscription alerts.

Reporting and administrative controls. Authorized BC Housing staff access reporting through Integrity Advocate’s administrative reporting portal and can filter sessions by activity, status (in progress, valid, invalid ID, invalid rules), email, and name. Reports export to XLSX/CSV covering session outcomes (fulfilled, cancelled, no-show), incident flags with timestamps, and aggregate metrics (completion rates, flagging rates, technical issues). Role-based administrative access is provided for BC Housing staff.

Implementation and transition. Integrity Advocate provides white-glove implementation and a structured transition from the incumbent (ProctorU), aligned to BC Housing’s February 1, 2027 go-live. A detailed implementation and transition plan — including milestones, a recommended pilot, testing, training, dependencies, and assumptions — is provided in Section 5.

5. Implementation & Transition Plan

BC Housing requires the successful proponent to be fully operational on February 1, 2027, following expiry of the incumbent agreement (ProctorU) on January 31, 2027. Integrity Advocate proposes a structured implementation and transition that stands up the OBA proctoring service, validates it through a pilot, and cuts over from the incumbent with no disruption to applicants.

5.1 Approach & transition from the incumbent (ProctorU)

Because Integrity Advocate operates independently of the LMS, transition does not require an LMS integration project. Our transition focuses on configuring the OBA proctoring rules, standing up the proctor-launch and identity-verification workflow, validating reporting and support, and running a pilot before go-live. We recommend a short parallel-readiness period in January 2027 so BC Housing can compare the incumbent and Integrity Advocate on live-like exams before the February 1, 2027 cutover. Integrity Advocate assumes no data migration from ProctorU is required (historical records remain with the incumbent), which BC Housing can confirm.

5.3 Recommended pilot

Integrity Advocate recommends a focused pilot in January 2027 covering a representative sample of OBA candidates across device types and connectivity conditions (including rural BC). Success criteria include successful ID verification and exam launch, clean session capture and reviewer flagging, accurate reporting exports, effective real-time support, and a positive candidate experience. Scope, duration, and participant volume will be finalized with BC Housing during implementation planning.

5.4 Training, dependencies & assumptions

Training. Live virtual training for BC Housing administrators and support staff, with follow-up how-to documentation and a support website. Dependencies. Timely access to BC Housing stakeholders; the OBA exam login URL; the applicant record used for identity matching; and confirmation of accommodation and acceptable-ID policies. Assumptions. No LMS integration is required; no data migration from the incumbent is required; work proceeds in sequential phases (configuration → testing → pilot → training → go-live); scope changes are estimated separately under the integration Statement of Work.

6. Pricing

6.1 Proctoring Products — What’s Included

6.2 Pricing

Reflecting BC Housing’s expected volume of approximately 300–400 OBA exams per year, Integrity Advocate proposes a simple flat annual fee rather than per-session pricing, so BC Housing has predictable, all-inclusive costs regardless of exact exam counts.

Currency & tax. Fees are in CAD, exclusive of GST; PST is applied where applicable. The base term is three years from the February 1, 2027 start date.
